Deployment of workers in the Congress Hall
I found a nice setup for the workers in the Congress Hall. Deploy them as in the picture. This way you do not have to worry for quite some time about them. With only -10 on item no 3, you can do a long time. Of course you will probably not have the right total amount of workers, but then you can deploy them for some resources and manage the others. At the moment I am lucky to have the right total number of workers. Of course you will need now and then to refill the items no 3, but after that you can return again to this setup. And that the items no 1 and 2 have zero growth is also perfect. Because if they have positive grow or are declining, you keep shifting with your workers. So actually, you do not want these to grow.
